I've finally gotten around to making the complete guide to the PSA guidebook, The F.I.S.H. - also known as the Factual Informative Spy Handbook. Here's each page with some information about it:

 The Tic Tac Toe Code on the bottom of each page has the page numbers. These two read "Two" and "Three."
 
 Little known fact: There's a hidden item in the catalog! Just click on the sunglasses to get the Night-Vision Goggles.
 The only way to see the HQ like it is above is to go into the EPF VR Room.
 This code is used throughout the EPF and PSA. Missions, Field Ops, etc.

Hey Penguins!
Today I'm bringing you a tutorial on how to be a PSA agent. This is much easier than the EPF tutorial, as it's just a test with a few questions. Let's get started.
To open the test is a secret, you have to click the moderator badge in the top right hand corner of the screen:
Then, on the popup, click on the two speech bubbles to the left of Chat Nicely.
 Once you click through, the agent will tell you the three mission statements to the PSA.
 After, you get the rewards, but you should only worry about keeping Club Penguin safe... wink wink.
When you click continue, a test will follow. Here's the answers in order of the correct answers:
1. Honest
2. Being mean or rude
3. Report them
4. Saying their address
5. I want to keep Club Penguin safe
6. I want to help other penguins
